As some Premiers try and craft a national energy study a civic governance group say municipalities need a seat at the table.
Executive Director of the Columbia Institute, Charley Beresford says local governments stand to gain or lose the most from any national energy strategy.
Beresford says at the moment, municipalities are excluded from the process, "Currently this is a conversation that is going on between Premiers and we are suggesting that municipalities have a valuable voice to add to the discussions. That will make for a stronger energy plan and we think municipalities will be very, very interested in the outcome because they are going to be living with it."
She says local government decisions affect almost half of emissions with cities and energy use, including transportation.
