Energy Minister Rich Coleman says there's still some work to do before newspaper publisher David Black can actually build an oil refinery on the north coast.
But Coleman says it's positive news that Black has apparently found investors for the 25-billion dollar project.
"You need to be able to have the customer and that's what he's been working on with regard to the investor so that piece he'll get done and then he'll have to decide how he wants to proceed with regards to how they would move the oil, cause there is the opportunity to move it both by pipeline and by rail."
Coleman says he's had meeting withBblack and others on this project, and it will still have to go through a full environmental review.
