Richmond City Council decided not to do anything after being asked to pass a law banning Chinese only signs.
Anne Merdinyan presented council with a petition signed by 1000 people to support the idea of English or French signage.
Merdinyan says white people in Richmond are the "new minority" and something must be done.
"We feel excluded from a certain part of the city. And because we love Richmond and we love multiculturalism we thought we might be able to persuade them to include us in a decision that would put English or French and a heritage language on the signs."
Richmond council voted down the idea of consulting the community on an inclusive signage policy -- essentially deciding to do nothing on the issue.
