B.C.'s transportation minister has blinked when it comes to when a referendum on transit funding will be held.

Richard Walton, chair of the mayors council on transportation, says the vote might happen as early as spring 2014 instead of November 2014.

But he adds there are still lots of things to figure out, including who will do the "heavy lifting."

"The big question, perhaps, is who is going to drive this referendum. It isn't the mayors of local councils’ initiative or idea. And in order for any referendum to pass, there has to be a very, very clear program to show the value proposition to residents.”

Walton says the vote will be expensive and he wants to know who will pay for it.

Translink also has some questions over the referendum.

Vice-president Bob Paddon says there are lots of challenges not the least of which is the question on the ballot.

"In terms of discussion of the question itself, that has not been at all defined, and we have had some discussion and some concerns about having a simple "yes/no" question on such a complex issue such as investment in public transportation."

Translink CEO Ian Jarvis underscores the funding need by saying the utility is losing $4 million a year in declining tax revenue.
