Emails have revealed that Abbotsford city managers and Salvation Army officials were aware of a plan to dump chicken manure on a site frequented by the homeless in Abbotsford.
The Salvation Army's Patricia Cuff says the idea was mentioned at a meeting, but that the organization did not endorse it.
"A statement was made in a meeting by another individual. Not an individual associated with the Salvation Army."
Abbotsford pastor Ward Draper, who works with homeless in the area, says that the community should have been informed that plans, including the manure dumping, were being considered.
"Even if they didn't agree with it, the fact is that you're a government funded, community supported Christian organization that can't stand by it."
Some of the homeless involved in the incident plan to launch a civil suit to recoup the loss of property destroyed in ill-fated fertilization.
