Anyone hoping a new team of un-armed peace officers will help Vancouver Police catch more bike riders without helmets is out of luck.
Later this year, a new pilot project to improve community safety will see more than 40 special constables free up Vancouver Police to fight more serious crimes, but Chief Jim Chu says they won't have the power to hand out tickets to bare-headed cyclists.
"New community safety officers that will be deployed will focus more on bylaw offences, not moving infractions. That's a violation of the Motor Vehicle Act which will be traditionally enforced by our patrol officers and our traffic enforcement officers."
Since 2008, more than 13,000 cyclists have been fined 29-dollars, but fewer than 2,000 actually paid.
